The NIH proficiency scale describes an individual's level of proficiency in a particular competency. It describes the degree to which an employee possesses a competency and is the same for all competencies.

They offer five stages: novice, advanced beginner, competent, proficient, and expert. Novices acquire know-how, which is the tacit knowledge of how to perform a task or function through practice, and sometimes painful, experience.

1, 2, 3, 4. A numeric scale is often used as a label for proficiency, with 1 indicating little understanding of a skill or knowledge and 4 representing an exceptional display of understanding. It is also helpful to describe the numbers in a positive way to encourage students no matter where they are in their progress.

The Proficiency Levels are descriptions of what individuals can do with language in terms of speaking, writing, listening, and reading in real-world situations in a spontaneous and non-rehearsed context.

Definition: Competency refers to an individual's knowledge, skills, and abilities and can apply in a particular context. Conversely, proficiency refers to the level of skill or expertise that an individual has in a specific area or task. Scope: Competency tends to be broader in scope than proficiency.

Proficiency Levels provide the scale across which someone's performance or competence is measured, such as, from novice to expert or from awareness to mastery. Proficiency indicators are the observable behaviors an assessor uses to objectively classify a student into a particular proficiency level.

This is more often than not a 5 point rating scale (5– Outstanding, 4– Exceeds Expectations, 3- Meets Expectations, 2- Needs Improvement, 1- Unacceptable).

Note that proficiency bonus scales with total character level, not individual class levels: a multiclassed level 3 fighter/level 2 rogue garners a +3 proficiency bonus, because they have a total character level of 5.

Standards-Based Grading relies on the use of a proficiency scale to measure student progress. This scale consists of four levels: Emerging (1), Developing (2), Proficient (3), and Advanced (4).

The 4 point scale allows us to consistently define levels of proficiency. We can say, "in order to get a 3 on this topic, you must know and be able to...." If we were to do this on the 100 point scale, we would need 100 different descriptors! inferences and applications that exceed standard expectations.
